What is Racial Profiling?

"Racial Profiling" refers to the discriminatory practice by law enforcement officials of targeting individuals for suspicion of crime based on the individual's race, ethnicity, religion or national origin.  ACLU
The term “racial profiling” means the practice of a law enforcement agent or agency relying, to any degree, on actual or perceived race, ethnicity, national origin, religion, gender, gender identity, or sexual orientation in selecting which individual to subject to routine or spontaneous investigatory activities or in deciding upon the scope and substance of law enforcement activity following the initial investigatory procedure, except when there is trustworthy information, relevant to the locality and timeframe, that links a person with a particular characteristic described in this paragraph to an identified criminal incident or scheme.  End Racial and Religious Profiling Act
Racial profiling is the act of suspecting, targeting or discriminating against a person on the basis of their ethnicity or religion, rather than on individual suspicion.  Racial profiling involves discrimination against minority populations and often builds on negative stereotypes of the targeted demographic.  Racial profiling, however, is not limited only to an individual's ethnicity, race or religion and can also be based on the individual's nationality.  In some European countries, the term ethnic profiling is also used instead of "racial profiling".  Wikipedia
